Beginning April 6, 2009 any property sold in Hamilton or Boone County that receives sewer services from the Clay Township Regional Waste District will be subject to a new mandatory inspection. The new requirement applies to both residential and commercial property.
This mandatory inspection is done to make sure there are no illegal lines hooked into the sanitary sewer system. The illegal hook-ups typically come from sump pumps and/or downspouts. The goal of the program is to stop the inflow of clean water into the sanitary sewer system thereby reducing the amount of water that needs to be treated and therefore reducing costs.
Under the new regulation, any property that is sold has 30 days to obtain a certificate of compliance. Certificates are good for five years from the date they are issued and can only be obtained after passing the inspection. Properties that fail to get the required certificate shall be assessed $20 per month in addition to their normal monthly charges.
The original proposal required a $100 fee with the mandatory inspection. However, MIBOR was successful in eliminating that fee. The fee will now only apply to those properties that are found in violation. Those properties will need to pay a $100 re-inspection fee once corrective steps have been taken.
It is important if you are purchasing a home in the Carmel or Zionsville areas, that you ask the seller to obtain this certificate as part of the offer or else you could stuck with an extra $20/month on your sewer bill that is unnecessary.
